About this opportunity

The Missouri Department of Transportation (MoDOT) has issued a Single Feasible Source (SFS) solicitation for Motor Carrier Phone Resources Services, specifically targeting the proprietary services of Celtic Cross Holdings, Inc. The procurement is focused on obtaining phone resource services for the department's Credentialing system, which Celtic Cross Holdings originally developed and maintains. MoDOT has determined that Celtic Cross Holdings is the only viable vendor due to their unique understanding of the system and the extensive training that would be required for alternative providers. The solicitation (SFS605CO22002235) was posted on May 3, 2022, with responses due by May 10, 2022, at 10:00 AM CDT. Evaluation criteria include pricing assessment, with the award to be made to the lowest and best bid that complies with mandatory requirements. Electronic submissions are required through the MissouriBUYS eProcurement system, with potential hard copy submissions allowed under specific conditions. The contract period will span one year from the execution date, with an option for a one-year renewal.

The solicitation encourages participation from Minority Business Enterprises (MBE) at 10% and Women Business Enterprises (WBE) at 5%, though these are not strict set-aside requirements. No incumbent vendor is specifically identified beyond Celtic Cross Holdings. The procurement follows Missouri state regulations for single feasible source procurements under 7 CSR 10-11.020, with specific attention to the proprietary nature of the Credentialing system. While no specific total contract value is explicitly stated, the document notes that purchases over $25,000 must comply with the Domestic Products Procurement Act. The services are limited to motor carrier phone resources that require specialized knowledge of Celtic's proprietary system, with a focus on providing customer support and credentialing information. MoDOT reserves the right to reject any and all bids and to waive minor informalities in the bidding process, maintaining flexibility in their procurement approach.

Opportunity text

The Missouri Department of Transportation has determined only one source, Celtic Cross Holdings, Inc., can provide the department with Motor Carrier phone resources services. The phone resources are proprietary as Celtic developed the Credentialing system for MoDOT and they have direct experience using this Celtic product. Other resources will not be knowledgeable about the Celtic system and would require extensive training. The contract period is from date of fully executed contract agreement through one-year, with an one-year renewal option.
