About this opportunity

Lowndes County Utilities Department is soliciting sealed proposals for the rehabilitation of the chemical storage room at the Moody Water Plant located at Moody Air Force Base in Valdosta, Georgia. This is a lump sum construction contract to be awarded to the lowest responsible bidder. The scope of work encompasses comprehensive rehabilitation including sulfuric acid room restoration with replacement of HDPE containers and chemical feed pumps, complete electrical system upgrades utilizing non-metallic PVC raceways and GFCI outlets to replace corroded metallic components, surface preparation and multi-coat painting using TNEMEC coating systems, chemical drain installation with 40 linear feet of six-inch dualwall HDPE drainage pipe, and roof drain pipe extension to ground level. Additional requirements include corrosion-resistant coatings for pit floors and walls, repair of wall cavities with non-shrink grout, and proper neutralization and disposal of existing sulfuric acid in compliance with federal, state, and local environmental regulations. A mandatory pre-bid meeting is scheduled for May 28, 2026 at 11:00 a.m. at the Lowndes County Administration Building, 327 N. Ashley Street, Valdosta, Georgia, and sealed proposals must be submitted by June 11, 2026 at 11:00 a.m. at the same location. The project requires substantial completion within 120 calendar days of the Notice to Proceed, with final completion required within 30 days after punch list issuance. All bidders must be licensed contractors in the State of Georgia, must conduct site visits to familiarize themselves with project conditions, and must submit a 5% bid bond or certified check with their proposal; bids will be publicly opened and read on June 11, 2026 at 11:00 a.m.

Bidders must acknowledge all addenda issued during the bidding process and comply with Georgia's Drug-Free Workplace Act and E-Verify requirements, as well as all applicable building codes including the Moody Air Force Base Design Guide and current Department of Defense Building Code standards. A Certificate of Insurance is required with minimum coverage limits of $3,000,000 general liability, $3,000,000 business auto liability, and statutory workers' compensation, with Lowndes County named as Additional Insured. Performance and payment bonds equal to 100% of the contract amount must be provided within 14 calendar days of award, and monthly payments will be made during construction with a 5% retainage held until all punch list items are resolved, lien releases are provided, and final acceptance is obtained from the Lowndes County Board of Commissioners. A one-year warranty on all work is required from the date of final acceptance, and liquidated damages of $500 per calendar day will apply for delays in achieving substantial or final completion. No specific contract award value or budget range is provided in the bid documents; however, the scope of work and bonding requirements suggest a substantial construction project requiring significant investment in specialized materials and skilled labor for hazardous chemical facility rehabilitation.
