About this opportunity

The Virginia Department of Corrections Central Regional Office is soliciting bids for monthly pumping, hauling, and disposal of waste from grease traps at Coffeewood Correctional Center in Mitchells, Virginia, under a Quick Quote vehicle with bids due August 24, 2026 at 12:00 p.m. This procurement is set aside for DSBSD-certified small businesses; award goes to the lowest responsive and responsible small business bidder if the bid does not exceed $100,000 and is deemed fair and reasonable, otherwise to the lowest responsive and responsible bidder of any size.

The scope includes monthly service for three grease interceptors (two 1,500-gallon units behind the kitchen and one 250-gallon unit in the dishwasher room) and one 55-gallon drum, combined capacity approximately 3,305 gallons. Bidders must also provide pricing for quarterly jetting line services if needed during service periods. All pricing must be all-inclusive of equipment, labor, travel, and disposal fees with no additional charges.

The contractor must hold current sludge hauling permits from the county health department and provide a letter from a licensed waste receiver accepting kitchen waste. Insurance requirements include statutory workers' compensation, employer's liability at $100,000, commercial general liability at $1,000,000 per occurrence / $2,000,000 aggregate, and automobile liability at $1,000,000 combined single limit. The contractor and any subcontractors must undergo background investigations (cost borne by contractor at $90 for partial checks or $50 for limited checks), complete sexual harassment training if employees spend significant time on-site, and comply with all Department of Corrections security regulations, drug-free workplace requirements, and fraternization prohibitions with inmates.

The contract runs on a fixed-term basis with renewal options for four successive one-year periods, with price increases limited to the percentage change in the Consumer Price Index for the Other Services category. Site visits may be arranged by contacting Brian Rose. eVA transaction fees are 1% capped at $500 for DSBSD-certified small businesses and 1% capped at $1,500 for other businesses. Site pictures are attached as a supporting exhibit.
