About this opportunity
Montgomery County Department of Administration and Infrastructure is soliciting proposals for full-time on-site construction inspection and oversight during the replacement of Bridge 185 on Germantown Pike over Five Mile Run in East Norriton Township under RFP 26-52, with proposals due October 15, 2026. The selected firm must be PennDOT-prequalified — a filter that eliminates non-qualified vendors from consideration.
The scope requires a supervisory inspector-in-charge (IIC) holding minimum TCIS-2 certification, PennDOT Concrete Certification, and NECEPT Bituminous Certification, paired with a full-time on-site inspector holding minimum TCI-3 certification and prior PennDOT and bridge experience. The team will provide full-time on-site oversight during construction (anticipated to commence early 2027 for nine months), coordinate with stakeholders, facilitate decision-making, and deliver systematic electronic documentation and closeout deliverables within one month following construction completion. Personnel changes require written County approval.
The County will rank a minimum of three qualified firms based on qualifications evaluation before negotiating cost. The final cost proposal must conform to PennDOT Publication 93 Specific Rate of Compensation guidelines and adhere to maximum hourly wage rates under SOL 433-23-2 (effective through June 2027). Project funding derives from Montgomery County's Capital Budget.
Evaluation criteria weight specific experience of proposed team members on PennDOT and local construction projects at 35%, overall construction inspection experience and project understanding at 25%, strategies to ensure on-time completion at 20%, quality control and quality assurance commitment at 10%, experience with construction inspection software at 5%, and public relations competence at 5%. Daily field logs are due within one week of inspection. All submissions occur through the Bonfire (Euna) portal.
