About this opportunity

The City of Shreveport, Louisiana Public Works Department is soliciting bids for the Montana Street Bridge Improvements project (Project No. C24002) under Caddo Parish, with bids due October 22, 2026. The core scope involves the Elevating Sleeve Pile Repair System (ESPRS), a structural repair technology that removes compromised pile sections and installs a steel spool assembly with mechanical jacking apparatus to re-establish bearing contact and restore axial load transfer. The ESPRS connection is engineered to develop required axial, lateral, and moment capacity.

The project manual and technical specifications govern construction work including bidding requirements, contract execution, materials, earthwork, roadway preparation, concrete and metal fabrication, pile driving, painting, landscaping, and traffic control. The City will provide five sets of contract documents at no charge; the Contractor must maintain copies at the work site and submit a baseline construction schedule, preliminary schedule of submittals, and preliminary schedule of values within 10 days after contract execution.

The Contractor must furnish all labor, materials, equipment, tools, transportation, and supplies. The Engineer holds authority to interpret specifications, assess material quality and work acceptability, and suspend work for non-compliance or unsuitable conditions. The City reserves the right to modify plans, specifications, work character, or quantities provided total changes do not exceed 25 percent of the contract price; changes exceeding this threshold require written supplemental agreement. Contract time commences upon issuance of a Notice to Proceed, which may issue within 30 days after contract execution but no later than 60 days after bid opening or 30 days after contract execution, whichever is earlier.

A contract bond in the amount of not less than 100 percent of the contract price, executed by a responsible corporate surety authorized to issue bonds in Louisiana, is required. The Contractor guarantees mechanical and electrical equipment, materials, and workmanship for two years after substantial completion on non-federal projects and six months after final completion on federal-aid projects.

Opportunity text

The Elevating Sleeve Pile Repair System (ESPRS) provides structural repair of damaged or deteriorated pile sections by removing the compromised portion of the pile and installing a steel spool assembly fitted with a mechanical elevating (jacking) apparatus. The elevating apparatus re-establishes bearing contact between the steel spool and the structure it supports, restoring axial load transfer through the repair to the existing, remaining pile. Load transfer is made permanent through a fixed base connection between the ESPRS spool and the existing pile, engineered to develop the required axial, lateral, and moment capacity.
