About this opportunity

The state and local contract opportunity for the Moffett Quad Chilled Water Loop project is a construction procurement initiated by the state of Virginia, specifically involving Portsmouth City and Richmond City jurisdictions. The primary scope involves constructing a new subgrade mechanical piping distribution loop originating from Peters Hall mechanical room, with planned connections to multiple residential halls including Moffett, Ingles, and future connections to Bolling, Draper, and Pocahontas Halls. A mandatory pre-bid site visit is required, which must be scheduled prior to December 20, 2013, with contact points being Bobby Dunn (540-831-7815) and Paul Ely (540-831-7808). The contract opportunity was posted on December 2, 2013, with proposals due by January 7, 2014. Potential bidders must demonstrate technical capability to execute complex mechanical piping infrastructure work, including underground distribution system installation and multi-building connection capabilities. Evaluation criteria likely include technical competence, installation methodology, past performance, and ability to complete the project within specified timelines.

No specific set-aside designations or enterprise restrictions were explicitly mentioned in the contract opportunity details. The project appears to be a standard infrastructure development initiative without apparent limitations on bidder qualifications beyond technical competence. While no incumbent vendors or current contractors were identified, the project suggests an expansion of existing mechanical infrastructure at an educational or institutional facility. The budget range and potential award value were not specified in the provided documentation. Interested contractors would need to conduct a site visit and demonstrate comprehensive mechanical engineering and underground infrastructure installation capabilities to be considered for the project. The multi-phase connection plan indicates potential for future expansion and additional mechanical system improvements across several halls within the facility.
