About this opportunity

The Beaufort-Jasper Water & Sewer Authority (BJWSA) in Beaufort County, South Carolina, has issued an Invitation for Bids (IFB) for the procurement of a complete modular aluminum trench shoring system. The system must be comparable to Pacific Shoring Products or Arcosa Shoring Products, or an approved equal, and include aluminum trench panels ranging from 2' x 4' to 2' x 10', corner posts from 4' to 8' in length, adjustable spreaders, arch assemblies, rigging and lifting equipment (wire rope slings and lifting brackets), sheet pile guides, sheet piles in 6' and 8' lengths, and various accessories including filler panels, legs, and pins. The system must comply with OSHA 29 CFR 1926 Subpart P and include engineered load ratings and trench depth tables suitable for depths up to 15 feet, with delivery of the complete, labeled, and ready-for-use system desired no later than June 30, 2026. Bidders must submit electronically through the BJWSA Procurement Portal with bids due by May 27, 2026, at 2:00 PM EDT, with virtual bid opening and registration beginning at 1:45 PM that same day. Requests for approval of equal substitutions must be submitted by May 21, 2026, at 4:00 PM. Required submissions include the Contractor Illegal Immigration Compliance Affidavit, Acknowledgement of Addenda, Non-Collusion Statement, and comprehensive product data including load ratings, assembly instructions, warranty information, and lead times, with all pricing submitted on the required Bid Form (Exhibit H) as a separate electronic file valid for a minimum of 60 days. The contract will be awarded to the responsive and responsible bidder with the lowest total cost.

The solicitation documents do not specify any set-aside designations, disadvantaged enterprise restrictions, or incumbent vendor preferences. No existing infrastructure or technology integration requirements are identified in the procurement. The IFB does not disclose a specific budget range or award value; however, pricing must be all-inclusive of applicable taxes and all costs. BJWSA reserves the right to accept or reject any or all bids, award multiple contracts, cancel the solicitation in whole or in part, waive technicalities, and increase or decrease quantities of line items. All bids submitted become the property of BJWSA upon submission.
