About this opportunity
The City of Philadelphia is requesting quotes for modular office items under a small order purchase (SOP) program, with quotes due August 26, 2026. A Local Business Enterprise (LBE) bid preference per Philadelphia Code Chapter 17-109 applies to certified LBEs meeting all requirements.
The procurement is structured as an award to the lowest responsive and responsible bidder, either as a whole or by line item at the City's discretion. Sellers must quote all items in the solicitation to be eligible for award and may propose alternate products of equal quality and performance with complete descriptions. No delivery or services are to commence until official notification by the responsible department.
The contract is structured as a one-year Small Order Purchase with option to renew for up to three additional one-year periods, not to exceed four years total. The maximum contract amount is less than $99,000, adjusted annually by the percentage increase in the Consumer Price Index for All Urban Consumers (CPI-U) from January 1, 2020 and rounded to the nearest thousand dollars. All prices must be quoted net and exclusive of taxes; the City is exempt from federal excise, transportation, and Pennsylvania sales and use taxes. Delivery terms are FOB Destination Point. Quotes must be submitted electronically through PHLContracts and remain valid for 60 days from submission or throughout the contract term for Requirements Contracts. Payment occurs only after delivery and approval of products or services, directed via electronic deposit to the entity name shown on the purchase order.
Sellers must execute a Consent and Authorization Agreement prior to bid closing and submit it through PHLContracts either as an account-profile attachment at registration or as an attachment to the first submitted quote. Insurance requirements include workers' compensation at statutory limits, general liability of $500,000 per occurrence, and automobile liability of $300,000 per occurrence, with the City named as additional insured. Sellers and parent and subsidiary companies must certify freedom from delinquent taxes, liens, judgments, and other debts owed to the City. Successful awardees are subject to Philadelphia business taxes including business income and receipts tax, net profits tax, and city wage tax.
