About this opportunity
The Missouri Department of Transportation (MoDOT) for its St. Louis District is seeking bids for a one-time procurement of a single 85' truck-mounted "insulated" aerial platform device with a front-mounted turret and chassis, solicited through Invitation for Bid (IFB) number IFB605CO21001913. The equipment must meet ANSI category C insulation requirements and be delivered to MoDOT's facility at 2309 Barrett Station in Ballwin, Missouri. The procurement requires the winning vendor to provide comprehensive documentation including operator manuals, parts books, and technical service manuals, as well as a minimum 4-hour training session for MoDOT mechanics covering electrical, chassis, power train, and hydraulics modules. Bids are due by May 14, 2021 at 7:00 PM GMT, with the bidding period having opened on April 26, 2021. Evaluation will be based on the lowest responsive and responsible bid meeting all technical specifications, with MoDOT reserving the right to reject any or all submissions. The net delivered price must be F.O.B. destination, with all delivery, handling, and associated charges included in the bid price.
The solicitation encourages participation from Minority Business Enterprises (MBE) and Women Business Enterprises (WBE), with specific goals of 10% MBE and 5% WBE participation through subcontractors, suppliers, joint ventures, or other arrangements. Vendors must comply with the Missouri Domestic Products Procurement Act, which requires the use of American-made goods and provides a 10% price preference for domestically produced products for purchases over $25,000. Vendors are also required to complete certifications related to non-discrimination and domestic product usage. The contract will include provisions for liquidated damages of $50 per day per item for late delivery, not to exceed 50% of the total contract price. While no specific budget range is explicitly stated, the procurement is for a single specialized piece of equipment with comprehensive training and documentation requirements. The successful bidder must also ensure the equipment is compatible with B-20 biodiesel fuel and provide both standard and optional extended warranty information as part of their bid submission.
