About this opportunity

The Missouri Department of Transportation is requesting bids on statewide Trimline Channelizers through IFB 605CO22000255, with bids due July 23, 2026 at 2:00 p.m. Central Time. The Domestic Products Procurement Act (Buy American) preference applies; a 10 percent price preference is available for American-made products on purchases exceeding $25,000, and bidders must complete Exhibit N certification identifying the point of manufacture for all finished products.

The channelizers are cone-shaped traffic control devices measuring a minimum of 42 inches in height and approximately 8 inches in width at the base, fabricated from low-density, reshapeable polyethylene plastic in highway orange. All units must comply with MASH Test Level 3 standards and include retroreflective marking per ASTM D 4956 Supplemental Requirements Section S2 utilizing fluorescent orange and white reflective sheeting. The bid includes four line items: channelizers with 30-pound ballast (minimum order 50 units), channelizers without ballast, ballast units only, and 30-pound ballast weights. Each unit requires an external solid rubber ballast with minimum 15-pound weight located at the bottom for overturning resistance. Manufacturers must provide written certification confirming specification compliance and lightweight warning light capability.

The contract period runs September 1, 2026 through August 31, 2028, with three additional one-year renewal option periods at MoDOT's sole discretion. Desired delivery is 30 days after purchase order receipt to various MoDOT district locations statewide. Bids must be submitted electronically through MissouriBUYS or by hard copy (with five business days' advance notice to buyer Nanci.Grannemann@modot.mo.gov). Pricing must be unit prices to two decimal places; bids remain valid for 90 days from opening. No price increases are permitted during the first six months of the original or renewal periods; escalation requests require written justification subject to MoDOT's final determination. Vendors must complete Anti-Discrimination Against Israel Act Certification (Exhibit M) unless exempt. MBE, WBE, and SDVE participation is encouraged where applicable. Historical purchase data shows $384,762.44 in total orders since September 2021.
