About this opportunity
The Missouri Department of Transportation (MoDOT) and the Missouri Highways and Transportation Commission (MHTC) have issued an Invitation for Bid (IFB605CO22001122) for Spring Aggregate Material across multiple districts statewide, including Central, Kansas City, Northeast, Northwest, and Southeast districts. The procurement seeks qualified vendors to provide aggregate materials that meet the 2021 Missouri Standard Specifications for Highway Construction, with strict delivery requirements including a minimum daily delivery of 500 tons and specific time restrictions (no deliveries from 30 minutes before sundown to sunrise or on weekends/holidays without authorization). Bids will be accepted electronically through MissouriBUYS or by mail from December 23, 2021, to January 20, 2022, at 2:00 PM CST, with a mandatory 5-day advance notice required for hard copy submissions. Evaluation criteria include lowest price, responsiveness, and reliability, with MoDOT reserving the right to increase or decrease quantities by up to 40% prior to award. Bidders must submit a bid bond or equivalent for 5% of the bid amount, and winning contractors will be required to provide a 100% performance and payment bond.
The solicitation strongly encourages participation from Minority Business Enterprises (MBE) and Women Business Enterprises (WBE), with specific participation goals of 10% MBE and 5% WBE. Service-Disabled Veteran (SDV) participation is also encouraged, and there are cooperative purchasing provisions that allow Missouri counties, cities, and other political entities to utilize the resulting contract. A 10% price preference is available for products manufactured or produced in the United States, particularly for purchases over $25,000 under the Buy American Act. While no specific budget range is explicitly stated, the statewide nature of the procurement suggests a substantial potential contract value. Vendors must provide proof of insurance, including $500,000 per person and $3,000,000 per occurrence for general and automobile liability. The contract includes provisions for liquidated damages of $250 per day per item for late deliveries, and all materials will be subject to MoDOT's quality control and quality assurance program.
