About this opportunity

The Missouri Department of Transportation (MoDOT) and the Missouri Highways and Transportation Commission (MHTC) are seeking qualified vendors to provide Spring Aggregate Material through an Invitation for Bid (IFB605CO22001001). The procurement seeks two specific types of chip rock: "Lime Only" and "Trap Rock (Crushed Porphyry Aggregate Only)" for multiple districts including Central, Kansas City, Northeast, Northwest, and Southeast. Vendors must submit bids electronically through MissouriBUYS or by mail, with responses due on January 12, 2022 at 2:00 PM CST. Deliveries must meet strict requirements, including a minimum of 500 tons per day during normal business hours, with no deliveries from 30 minutes before sundown to sunrise or on weekends/holidays without specific authorization. The evaluation criteria will focus on the lowest responsive and responsible bidder, with pricing based on firm fixed unit prices. Vendors must submit a 5% bid bond and provide a 100% performance/payment bond upon award, and all materials must conform to the 2021 Missouri Standard Specifications for Highway Construction.

The solicitation encourages participation from Minority Business Enterprises (MBE) and Women Business Enterprises (WBE), with goals of 10% MBE and 5% WBE participation. The contract allows for cooperative purchasing by Missouri counties, cities, and other political entities, expanding potential opportunities for vendors. MoDOT reserves the right to increase or decrease quantities by up to 40% prior to award and may reject any or all bids. Vendors must maintain specific insurance coverage, including general liability of $500,000 per person and $3,000,000 per occurrence, automobile liability with similar limits, and workers' compensation insurance. Liquidated damages of $250 per day per item may be assessed for late deliveries. While no specific budget range is explicitly stated, the solicitation indicates significant volume expectations with minimum daily delivery requirements of 500 tons. The contract will include provisions for Buy American requirements for materials over $25,000, ensuring preference for domestically produced aggregate materials.
