About this opportunity

The Missouri Department of Transportation (MoDOT) and Missouri Highways and Transportation Commission (MHTC) are seeking qualified vendors to provide Spring Aggregate Material through an Invitation for Bid (IFB605CO21000905) for statewide distribution. The procurement covers aggregate materials for various MoDOT districts, including Central, Kansas City, Northeast, Northwest, and Southeast districts, with vendors able to bid on specific line items or districts. Deliverables include a minimum of 500 tons of aggregate material per day, with specific delivery restrictions prohibiting deliveries from 30 minutes before sundown to sunrise and on weekends/holidays without authorization. The bid period runs from December 1, 2020, to December 29, 2020, with bids due by 2:00 PM CST. Evaluation criteria focus on the lowest responsive and responsible bid meeting technical specifications, with MoDOT reserving the right to increase or decrease quantities by up to 40% prior to award. Vendors must submit a 5% bid bond or equivalent and provide detailed pricing on the specified Excel pricing pages, with delivery pricing to be evaluated based on FOB destination terms and potential plant pickup options for the Southeast District.

The solicitation encourages participation from Minority Business Enterprises (MBE) and Women Business Enterprises (WBE), with specific goals of 10% MBE and 5% WBE participation through subcontractors, suppliers, or joint ventures. Vendors are also asked to identify any Service-Disabled Veteran (SDV) or Service-Disabled Veteran Business (SDVE) participation. Due to COVID-19 restrictions, MoDOT will only accept electronic bids, mail, UPS, or FedEx submissions, with vendors required to contact the buyer by December 8, 2020, if submitting a hard copy bid. Successful bidders must provide a 100% performance and payment bond and maintain specific insurance requirements, including $500,000 per person/$3,000,000 per occurrence for general and automobile liability. While no specific budget range is explicitly stated, the comprehensive nature of the solicitation suggests a significant procurement across multiple districts. The contract will be awarded to the lowest responsive and responsible bidder(s), with MoDOT retaining the right to reject any or all bids and make awards in the best interest of the agency.
