About this opportunity

The Missouri Department of Transportation (MoDOT) and the Missouri Highways and Transportation Commission (MHTC) are seeking qualified vendors to provide Skid Steer Loaders (both wheeled and tracked) through an Invitation for Bid (IFB) numbered IFB605CO22002050. This procurement is designed to supply various weight capacity loaders ranging from 1,750-2,200 lbs, 2,201-2,700 lbs, and 2,701+ lbs for statewide transportation infrastructure needs. The contract period will commence from the award date and extend until August 31, 2023, with up to four optional one-year renewal periods. Bids are being accepted from June 15, 2022, to July 21, 2022, with submissions due by 2:00 PM CDT on July 21. Vendors may submit bids electronically through MissouriBUYS or by mail, with hard copy submissions requiring five days prior notification. The evaluation criteria will be based on a 100-point scale: 50 points for base and options costs, 20 points for warranty coverage and unit features, 20 points for parts and servicing dealer locations and performance, 5 points for delivery timeline, and 5 points for other response information. Vendors must provide detailed specifications, pricing, and a completed Buy America certification form.

The solicitation encourages participation from Minority Business Enterprises (MBE) and Women Business Enterprises (WBE), with specific participation goals of 10% MBE and 5% WBE. Service-Disabled Veteran-Owned Business (SDVE) preferences may also apply. The contract includes provisions for cooperative purchasing, allowing Missouri counties, cities, and other political entities to utilize the awarded contract. While no specific incumbent vendors are mentioned, the procurement is structured as a multiple-award contract, meaning multiple vendors may be selected to provide equipment. All pricing must be submitted as FOB Destination, including all freight, Pre-Delivery Inspection (PDI), and assembly costs, with no additional surcharges permitted. Payment terms are set at Net 45 days, and the state will utilize the state purchasing card for transactions. The Buy American preference of 10% applies to purchases over $25,000, requiring a significant portion of goods to be manufactured or produced in the United States. Though no specific budget range is explicitly stated, the statewide nature of the procurement suggests a potentially substantial contract value.
