About this opportunity
The Missouri Department of Transportation (MoDOT) has issued an Invitation for Bid (IFB) seeking qualified vendors to provide statewide pavement marking tape for roadway infrastructure. The solicitation, numbered IFB605CO21001360, specifically requests bids for 3M Pavement Marking Tape or equivalent products across 15 line items, including various white and yellow marking tapes in different sizes and configurations such as lane arrows, turn arrows, "ONLY" markings, yield triangles, RXR kits, and handicap symbols. The bid is open to vendors who can meet detailed product specifications and deliver within 15 days of order receipt. The bid period runs from March 18, 2021, to March 30, 2021, at 10:00 AM CDT, with bids to be submitted electronically or via mail/shipping carriers due to COVID-19 restrictions. Evaluation will be conducted on an "all or none" basis, with the contract awarded to the lowest responsive bidder meeting all specifications. The initial contract period extends from award date through March 31, 2024, with two optional one-year renewal periods.
The solicitation encourages participation from Minority Business Enterprises (MBE) and Women Business Enterprises (WBE), with specific goals of 10% MBE and 5% WBE participation. Service-disabled veteran businesses are also encouraged to participate. Vendors proposing equivalent products must submit samples for each tape type being bid, and all products must comply with the Domestic Products Procurement Act, which requires items to be manufactured in the United States with some exceptions. While no specific budget range is explicitly stated, the contract includes an escalation clause allowing for potential price increases after the first six months, subject to MoDOT approval. The contract terms include cooperative purchasing provisions, enabling Missouri counties, cities, and other political entities to potentially purchase under the same contract terms. Payment will be Net 30 days, and MoDOT reserves the right to use a state purchasing card for transactions. Vendors must provide comprehensive pricing that includes all packing, handling, and shipping charges, with goods to be delivered Free On Board (FOB) to the destination.
