About this opportunity

The Missouri Department of Transportation (MoDOT) and the Missouri Highways and Transportation Commission (MHTC) have issued an Invitation for Bid (IFB) soliciting qualified vendors to supply motor graders for statewide transportation infrastructure needs. The procurement, identified as IFB605CO22002057, seeks to establish a multiple award contract for motor graders with specific technical requirements, including steering wheels and individual function control levers. The initial contract period will run from the award date through August 31, 2023, with potential for up to four additional one-year renewal periods. Bids will be accepted electronically through MissouriBUYS or by mail, with a submission deadline of July 15, 2022 at 2:00 PM CDT. The evaluation criteria will utilize a 100-point scoring system, with 50 points allocated to base and options costs, 20 points for warranty coverage and unit features, 20 points for parts and service dealer locations and past performance, 5 points for delivery timeline, and 5 points for other response information. Each MoDOT district will have independent discretion in selecting vendors based on these criteria, with the goal of identifying the most responsive and responsible bidders for motor grader procurement.

The solicitation encourages participation from Minority Business Enterprises (MBE) and Women Business Enterprises (WBE), with specific goals of 10% MBE and 5% WBE participation through subcontractors, suppliers, or joint ventures. Service-Disabled Veteran (SDV) businesses are also encouraged to participate in the bidding process. While no specific incumbent vendors are mentioned, the contract allows for cooperative purchasing by Missouri counties, cities, and other political entities. The procurement includes provisions for Buy American compliance, particularly for purchases exceeding $25,000, which provides a 10% price preference for American-made products. Payment terms are set at Net 30 days, with delivery specified as FOB Destination and freight costs included in unit pricing. Although no explicit budget range is provided, the multiple award structure suggests MoDOT anticipates significant procurement of motor graders to support its transportation infrastructure maintenance and expansion efforts. Vendors will be required to provide equipment training upon request after delivery and acceptance, further supporting the comprehensive nature of this solicitation.
