About this opportunity

The Missouri Department of Transportation (MoDOT) and Missouri Highways and Transportation Commission (MHTC) are seeking qualified vendors to provide Light Duty Adopt-A-Highway (AAH) Safety Vests through an Invitation for Bid (IFB). The procurement covers safety vests that must meet ANSI/ISEA 107-2010 Class 2 safety standards, with optional printing services available. Historical purchase quantities indicate approximately 657 vests in 2019 and 1,021 vests in 2020, though MoDOT does not guarantee specific quantities. The contract period will run from the Notice of Award through April 30, 2024, with two potential one-year renewal options. Bidders must provide independent laboratory certifications verifying the vests' compliance with safety standards, and the low bidder will be required to submit sample vests within 7 days of request for MoDOT's review and testing. The bid submission deadline is April 19, 2021 at 2:00 PM CDT, with electronic submissions accepted through MissouriBUYS, USPS, UPS, or FedEx. Award will be made on an "All or None" basis to the lowest responsive bidder meeting all specified requirements.

MoDOT actively encourages participation from Minority Business Enterprises (MBE) and Women Business Enterprises (WBE), with specific participation goals of 10% MBE and 5% WBE. The solicitation includes provisions for service-disabled veteran-owned businesses and domestic product preferences. While no specific budget range is explicitly stated, the historical purchase volumes suggest a potential annual procurement value between $50,000 and $150,000. Delivery locations will include multiple MoDOT facilities across Missouri, including St. Joseph, Macon, Hannibal, Lee's Summit, Jefferson City, Chesterfield, Joplin, Springfield, Willow Springs, and Sikeston. Pricing must be submitted as FOB destination with all freight costs included in unit prices, and vendors can propose price increases after the first three months of the original or renewal contract periods, subject to MoDOT's approval. The contract will include standard state and federal clauses, including requirements under the Domestic Products Procurement Act.

Opportunity text

This invitation for Bid (IFB) seeks bids from qualified organizations to provide Light Duty Adopt-A-Highway (AAH) Safety Vests (hereinafter referred to as vests) to the Missouri Highways and Transportation Commission (MHTC) and Missouri Department of Transportation (MoDOT). MoDOT will still receive bids electronically through MissouriBUYS, via USPS, UPS, or FEDEX. If you intend to submit a hard copy bid, you must notify the buyer of record three (3) days before the solicitation closing date. MoDOT will not accept any bid responses by email.
