About this opportunity

The Missouri Department of Transportation (MoDOT) is seeking to establish multiple Time-and-Material Price Agreements for statewide maintenance and construction of fabric structures through an Invitation for Bid (IFB) with solicitation number IFB605CO23002505. The procurement covers a wide range of services including ironworker, laborer, concrete, and related building occupational titles, with specific work encompassing repair of tears and holes in canvas, rust repair on metal frames, lacing repairs, motorized louver maintenance, component replacement, corrosion removal, steel structure repairs, and cleaning services. Vendors must submit pricing with two key components: a fixed hourly maintenance rate for on-site and shop work, and a materials/supplies markup percentage not exceeding 15% of actual costs. The cost evaluation will be weighted 60% on the hourly rate and 40% on the materials markup percentage. The contract period runs from July 1, 2023, through June 30, 2026, with MoDOT reserving the right to extend for up to two additional one-year periods. Critical dates include a May 17, 2023, deadline for submitting written questions to Michael Yoder, and a bid submission deadline of May 24, 2023, at 2:00 PM CDT through the MissouriBUYS procurement system.

MoDOT actively encourages participation from Minority Business Enterprises (MBE) and Women Business Enterprises (WBE), with specific goals of 10% MBE and 5% WBE participation through subcontractors, suppliers, or joint ventures. All vendors must be registered in the MissouriBUYS system to participate, and the contract may result in multiple awards per district and/or county to ensure uninterrupted service delivery, with contractors designated as either prime or contingency providers. Contractors will be allowed a mobilization rate of $0.75 per mile for one round trip vehicle travel. While no specific budget range is detailed, the contract is primarily intended for projects under $25,000, though MoDOT retains discretion to use the established pricing for larger projects. Insurance requirements are substantial, including $500,000 per person/$4,000,000 per occurrence for general and auto liability, plus mandatory workers' compensation coverage. The solicitation includes a price escalation clause that can be requested after the first six months of the contract, providing some flexibility for contractors in managing potential cost increases.
