About this opportunity
The Missouri Department of Transportation (MoDOT) is soliciting bids under Invitation for Bid MODOT 0000000406SL for 2028 model year single axle, tandem axle, and towplow dump trucks, with bids due November 4, 2026 at 2:00 p.m. Central Time. No set-aside applies. Eligible products receive a 10 percent Buy American preference on purchases exceeding $25,000 under the Domestic Products Procurement Act, and respondents must be registered in MissouriBUYS to be considered for award.
The trucks serve highway maintenance, including material hauling, trailer towing, and operation of hydraulic attachments such as snowplows, spreaders, rotary brooms, and sprayers. The tandem axle specification is Specification No. FL07100 V8.3, dated September 15, 2026. Bids must include representative chassis line sheets, corrosion mitigation component lists, and engineering drawings showing projected weights, dimensions, and wheelbase. Required warranties are a minimum of five years and 150,000 miles on cab and chassis, and seven years, 150,000 miles, and unlimited engine hours on engine and aftertreatment components. Body builder components carry the longer of the manufacturer's standard base warranty or 12 months. Insurance must name MHTC and MoDOT as additional insureds. Change log revisions require three sets of keys per vehicle, weight identification tags, a minimum 3/4-inch moldboard thickness, and additional upfitter circuits. Seven MoDOT districts use standardized configuration packages covering control systems, tarp systems, warning lights, spreader controllers, and backup cameras, and the Central District deviates most significantly.
MoDOT is awarding a multiple award blanket purchase agreement running from contract award through October 31, 2027. The agency anticipates ordering approximately 40 trucks, though final quantity may vary based on agency needs, with orders expected by the end of calendar year 2026. Pricing is firm and fixed in whole dollars on the Dump Truck Pricing Spreadsheet, FOB destination with freight prepaid. Payment terms are Net 45, and late deliveries incur liquidated damages of $50.00 per day per item. Bidders may submit up to four alternate configurations per base bid item. Vendors must also offer replacement parts at a specified discount off Manufacturer's Suggested Retail Price for previously purchased equipment.
MoDOT will evaluate proposals on base and options costs (50 points), unit features improving performance and reliability (20 points), location of parts and servicing dealers (10 points), delivery timeline (10 points), and contractor past performance (10 points). Delivery requires pressure-washed trucks with minimum fuel and DEF levels, delivered between 8:00 a.m. and 3:00 p.m., Monday through Friday, with at least 24 hours' advance notice. MoDOT may conduct pre- and post-delivery inspections, and the contractor corrects deficiencies at its expense. Questions go to buyer of record Ashten Nichols at ashten.nichols@modot.mo.gov.
