About this opportunity
The Missouri Department of Transportation is requesting bids on 2028 model year dump trucks in three configurations—Single Axle, Tandem Axle, and Towplow—under IFB 0000000406SL_4, with bids due October 21, 2026 at 2:00 p.m. Central Time and a mandatory pre-bid conference on October 14, 2026 from 10:00 a.m. to 12:00 p.m. via teleconference. This is a multiple award blanket purchase agreement with the contract award period running from award date through October 31, 2027.
Bidders must submit bids electronically through MissouriBUYS or by hard copy with five business days' advance notification to buyer Ashten Nichols. All bids require a completed Dump Truck Pricing Sheet specifying body builder company name, chassis model, engine specifications, and pricing for seven District Configuration Packages corresponding to MoDOT's seven regional districts. Pricing must be in whole dollar increments, FOB destination freight prepaid, inclusive of packing and handling. Bidders must provide estimated delivery lead times and discount percentages off Manufacturer's Suggested Retail Price for replacement parts. Liquidated damages of $50 per day per item apply for late deliveries.
All trucks must comply with Missouri and federal vehicle weight, dimension, and safety requirements and undergo pre-delivery inspections by both the chassis provider and body builder. Cab and chassis components carry minimum five-year / 150,000-mile warranties; engines carry minimum seven-year / 150,000-mile / unlimited-hours warranties. Body builder components are warranted for twelve months or the manufacturer's standard base warranty, whichever is longer.
MoDOT will award based on multiattribute scoring: base and options costs (50 points), unit features improving performance and longevity (20 points), location of parts and servicing dealers (10 points), delivery timeline (10 points), and contractor past performance (10 points). The cost evaluation formula is (Lowest Responsive Price / Price of Bidder Being Evaluated) × 50. Buy America Act compliance is mandatory; a 10% preference is available for products manufactured or produced in the United States. All contractors must maintain adequate liability insurance with MoDOT listed as additional insured and must register in MissouriBUYS to be considered for award.
