About this opportunity

The Missouri Department of Transportation (MoDOT) is requesting bids on 2028 model year dump trucks in three configurations—Single Axle, Tandem Axle, and Towplow—under a multiple award blanket purchase agreement with bids due October 21, 2026, and a pre-bid teleconference on October 14, 2026.

This is a multiple award structure, meaning MoDOT will select multiple vendors. All bidders must be registered in MissouriBUYS and submit responses electronically through that system or by hard copy with five business days' advance notification to buyer Ashten Nichols (ashten.nichols@modot.mo.gov). Responses must include a Dump Truck Pricing Sheet with firm, fixed pricing for each configuration and options; line-item prices entered in the IFB system must be $1.00, with actual pricing on the separate sheet. The contract period extends from award through October 31, 2027.

Scope includes three truck types configured for seven MoDOT regional districts (Northwest, Northeast, Kansas City, Central, St. Louis, Southwest, Southeast) with standardized component packages specifying tarp systems, LED warning lights, spreader controllers, hydraulic control levers, surface temperature sensors, backup cameras, and glad-hand configurations per district requirements. All trucks must comply with detailed specifications covering cab and chassis, body builder requirements, corrosion mitigation, optional equipment, and B-20 biodiesel fuel compatibility. Cab and chassis manufacturers must provide a minimum five-year or 150,000-mile warranty; engine manufacturers a minimum seven-year, 150,000-mile, or unlimited-hour warranty; body builder components receive standard warranty or 12 months from in-service date, whichever is longer. Trucks must be pressure washed before delivery, scheduled Monday–Friday 8:00 a.m.–3:00 p.m. with 24-hour advance notice.

Evaluation uses multiattribute scoring: base and options costs (50 points), unit features improving performance and longevity (20 points), location of parts and servicing dealers (10 points), delivery timeline (10 points), and contractor past performance (10 points). Liquidated damages of $50.00 per day per item apply for late deliveries. Bidders must specify estimated delivery lead times and discount percentages off Manufacturer's Suggested Retail Price for replacement parts. The solicitation includes cooperative purchasing provisions allowing Missouri counties and municipalities to purchase through awarded contracts with pricing negotiated directly between local agencies and contractors for options or freight beyond MoDOT specifications.
