About this opportunity

The Missouri Department of Transportation (MoDOT) and Missouri Highways and Transportation Commission (MHTC) are seeking qualified vendors to provide Fall Aggregate Material through an Invitation for Bid (IFB) solicitation. The procurement covers aggregate materials to be delivered to various MoDOT locations statewide, with specific requirements for material quality, delivery, and performance. Vendors must be capable of delivering a minimum of 500 tons per day during normal business hours, with strict restrictions on delivery times, including no deliveries from 30 minutes before sundown to sunrise or on weekends/holidays without specific authorization. The bid period runs from June 7, 2022, to June 28, 2022, with bids due by 2:00 PM CDT. Evaluation criteria include compliance with technical specifications outlined in the 2022 Missouri Standard Specification for Highway Construction, lowest responsive and responsible bidder status, and ability to meet material quality control standards. Bidders must submit detailed pricing pages, provide a delivery schedule, and comply with all technical and logistical requirements specified in the solicitation documents.

The solicitation encourages participation from Minority Business Enterprises (MBE) and Women Business Enterprises (WBE), with specific participation goals of 10% MBE and 5% WBE. Service-Disabled Veteran (SDV) businesses may also receive preference. Bidders must provide a bid bond of 5% for bids exceeding $50,000 and maintain specific insurance coverage, including $4 million in general liability and automobile liability. The contract includes provisions for fuel price adjustments and allows MoDOT to increase or decrease quantities as needed. While no specific award value is explicitly stated, the solicitation suggests significant aggregate material requirements across multiple districts. Vendors must be prepared to provide performance and payment bonds for 100% of the contract price and comply with extensive quality control and inspection procedures. MoDOT reserves the right to assess significant price deductions (up to 60%) for materials not meeting specified quality standards, making rigorous quality control and adherence to specifications critical for successful bidders.
