About this opportunity
The Missouri Department of Transportation (MoDOT) and the Missouri Highways and Transportation Commission (MHTC) are seeking qualified vendors to provide Fall Aggregate Material through an Invitation for Bid (IFB605CO21002324). The procurement seeks aggregate materials for statewide transportation infrastructure projects, with specific requirements for material quality, delivery, and performance. Vendors must submit bids electronically through the MissouriBUYS Statewide eProcurement System by July 13, 2021 at 2:00 PM CDT. The contract period will commence upon notice to proceed and continue until the deadline specified for each line item on the attached pricing pages. Bidders must provide a bid bond or equivalent payment instrument equal to 5% of the bid amount, and deliveries must meet stringent specifications, including a minimum of 500 tons per day and conformance with the 2021 Missouri Standard Specification for Highway Construction. The contract will be awarded to the lowest responsive, responsible, and reliable bidder(s) who meet all mandatory specifications and requirements.
The IFB encourages participation from Minority Business Enterprises (MBE) and Women Business Enterprises (WBE), with specific goals of 10% MBE and 5% WBE participation through subcontractors, suppliers, or joint ventures. Service-Disabled Veteran (SDV) and Service-Disabled Veteran Enterprise (SDVE) preferences are also applicable. While no incumbent vendors are specified, the procurement is open to all qualified organizations that can meet the technical and performance requirements. The successful contractor must provide a performance and payment bond equal to 100% of the contract price and maintain specific insurance coverage, including $500,000 per person and $3,000,000 per occurrence for general and automobile liability. Vendors may indicate a maximum tonnage amount they are willing to accept, and MoDOT reserves the right to increase or decrease quantities as needed. Liquidated damages of $250 per day per item may be assessed for late deliveries, and the contract includes provisions for the Missouri Domestic Products Procurement Act's "Buy American" preference.
