About this opportunity

The Missouri Department of Transportation (MoDOT) and Missouri Highways and Transportation Commission (MHTC) are soliciting bids for a multiple-award contract to provide Aerials & Digger Derricks. The procurement seeks qualified vendors to supply various aerial equipment, including 37', 40', and 45' aerial lifts (both insulated and non-insulated), 45' digger derricks, and aerial units with front and rear mounted turrets ranging from 50' to 85'. The bid solicitation (IFB605CO22002037) opened on June 1, 2022, with responses due by July 13, 2022, at 2:00 PM CDT. Bids can be submitted electronically through MissouriBUYS or by mail with five days advance notice. The contract period will run from the award date until August 31, 2023, with up to four one-year renewal options. Vendors will be evaluated using a 100-point scoring system, with 50 points for base and options costs, 20 points for warranty coverage and unit features, 20 points for parts/service dealer locations and past performance, 5 points for delivery timeline, and 5 points for other response factors. MoDOT will provide the chassis, and vendors are required to price only the aerial and digger derrick equipment.

The solicitation encourages participation from Minority Business Enterprises (MBE) and Women Business Enterprises (WBE), with goals of 10% MBE and 5% WBE participation. Service-Disabled Veteran (SDV) businesses are also welcome to participate. The contract includes provisions for cooperative purchasing, allowing Missouri counties, cities, and other political entities to potentially utilize the awarded contract. While no specific incumbent vendors are listed, the multiple-award structure suggests that several vendors may be selected to provide equipment. The solicitation does not specify a precise award value or budget range, but it represents a comprehensive procurement for MoDOT's equipment needs. Vendors must comply with Buy American requirements for purchases over $25,000 and provide necessary documentation, including certifications related to the Anti-Discrimination Against Israel Act. The contract allows for progress payments during equipment construction and requires vendors to offer training for operators and mechanics upon request after equipment delivery.
