About this opportunity
The Missouri Department of Transportation (MoDOT) and Missouri Highways and Transportation Commission (MHTC) are seeking qualified vendors to establish a Qualified Vendors List (QVL) for aerial inspection and limited repair services for MoDOT-owned aerials, digger derricks, and cranes. The solicitation, numbered RFP605CO24001565, opens on April 19, 2024, with proposals due by May 20, 2024, at 2:00 PM CDT. Vendor questions are due by April 30, 2024, with answers to be published by May 6, 2024. The contract will run from execution through June 30, 2027, with two optional one-year renewal periods. Services must be performed by certified mechanics using manufacturer-recommended parts, with repairs limited to $25,000 per equipment unit. Inspections must follow ANSI/ASTM standards or manufacturer inspection standards, whichever is more stringent. Vendors will be evaluated on a 100-point scale: 50 points for cost (including firm fixed price inspection services, hourly repair rates, and parts discount off MSRP), 25 points for experience/expertise/reliability, and 25 points for key personnel qualifications.
The solicitation encourages Minority Business Enterprise (MBE) and Women Business Enterprise (WBE) participation, with target goals of 10% MBE and 5% WBE. Vendors must maintain specific insurance coverage, including $600,000 per person/$4,000,000 per occurrence for general liability and automobile liability, plus workers' compensation coverage with $1,000,000 employer's liability. Proposals can be submitted electronically through MissouriBUYS or by hard copy with prior approval. The contract allows for cooperative purchasing by Missouri counties, cities, and other political entities. Vendors must provide a single point of contact and complete Price Quote Request Forms (PQFs) within 10 working days of inspections, with repairs to be completed within 10 working days of purchase order issuance. While no specific incumbent vendors are mentioned, MoDOT intends to award contracts to multiple vendors based on the evaluation criteria, creating a pool of qualified contractors from which they can request services as needed.
