About this opportunity
The Missouri Department of Transportation (MoDOT) is seeking qualified vendors to provide 3M 380 Series Pavement Marking Tape or equivalent products through a statewide contract. The procurement solicits bids for 16 specific line items including various pavement marking tape products such as through lane arrows, turn lane arrows, "ONLY" markings, yield triangles, railroad crossing kits, handicap symbols, and rolls of white and yellow tape in multiple dimensions. The contract will be awarded on an "all or none" basis to the lowest responsive bidder, with an initial contract period from the notice of award through March 31, 2024 and two optional one-year renewal periods. Vendors must submit samples for any proposed equivalent products and provide pricing that includes FOB destination with delivery required within 30 days after receipt of order. The bid opening is scheduled for April 27, 2021 at 10:00 AM CDT, with bids accepted only electronically, via mail, UPS, or FedEx due to COVID-19 restrictions. Pricing must remain firm for the initial contract period, with potential price increases allowed during renewal periods subject to MoDOT's approval.
The solicitation encourages participation from Minority Business Enterprises (MBE) and Women Business Enterprises (WBE), with specific goals of 10% MBE and 5% WBE participation. Service-Disabled Veteran (SDV) and Service-Disabled Veteran Business (SDVE) preferences are also included in the procurement. The contract includes provisions for cooperative purchasing, allowing Missouri counties, cities, and other political entities to utilize the contract. Bidders must comply with the Domestic Products Procurement Act, with a 10% price preference for qualifying American-made products for purchases over $25,000. While no specific budget range is explicitly stated, the comprehensive nature of the solicitation suggests a potentially significant contract value for pavement marking tape across the state. Vendors must complete Anti-Discrimination Against Israel Act certification for contracts over $100,000 and demonstrate the ability to meet all technical specifications and delivery requirements outlined in the invitation for bid.
