About this opportunity

The Missouri Department of Transportation (MoDOT) St. Louis District is seeking qualified vendors to provide a one-time purchase of a new Truck Mounted Aerial with specific technical requirements, including a 55" working height and a front mounted system installed on a 33,000 GVWR Truck Chassis. The Invitation for Bid (IFB605CO24002116) is an open procurement running from August 10, 2024 to September 13, 2024 at 2:00 PM CDT, with all questions required to be submitted no later than 10 calendar days prior to the bid due date. The procurement requires a comprehensive bid that includes pricing for the base equipment, chassis, and completely assembled/installed aerial system, with delivery specified to the MoDOT St. Louis District location at 2309 Barrett Station Rd, Ballwin, MO 63021. Deliverables must include the fully assembled truck-mounted aerial, accompanied by operator manuals, parts books, technical service manuals, and mandatory training within 30 days of delivery. The equipment must be compatible with B-20 biodiesel fuel and delivered between July 1, 2025, and June 15, 2026. Evaluation criteria will focus on the lowest responsive, responsible, and reliable bid meeting all specified technical requirements.

The solicitation encourages minority and women-owned business participation, with specific goals of 10% Minority Business Enterprise (MBE) and 5% Women Business Enterprise (WBE) participation. Vendors can achieve these goals through subcontractors, suppliers, joint ventures, or other business arrangements. The procurement also encourages Service-Disabled Veteran Enterprise (SDVE) participation. Liquidated damages of $250 per day will be assessed for late delivery or non-compliant products, with total damages not to exceed 50% of the total contract price. While no specific budget range is explicitly stated, the procurement suggests a significant investment in specialized equipment for transportation infrastructure maintenance. The contract will be awarded on a net 45-day payment terms basis, with MoDOT reserving the right to reject any or all bids and make the final determination based on comprehensive evaluation of vendor capabilities, pricing, and compliance with all specified requirements.
