About this opportunity
The Missouri Department of Transportation (MoDOT) St. Louis District is seeking bids for a one-time procurement of a new Truck Mounted Sewer Vacuum System installed on a Truck Chassis, solicited through Invitation for Bid (IFB) number IFB605CO23001479. The procurement requires a complete, ready-to-use vacuum system that will be delivered to MoDOT's Barrett Station location in Ballwin, Missouri. Bidders must provide a fully assembled and installed system with comprehensive specifications, including a truck chassis and sewer vacuum equipment that meets specific technical requirements. The solicitation requires vendors to submit detailed descriptive literature, ISO 9001:2008 and ISO 14001:2004 certifications for the manufacturing facility, and standard and extended warranty information for both the equipment and chassis. Bids will be evaluated based on being the lowest, responsive, responsible, and reliable submission meeting all mandatory specifications. The bid period runs from January 11, 2023, with a firm submission deadline of February 14, 2023, at 2:00 PM CST, and bids can be submitted electronically through MissouriBUYS or by mail with advanced notification.
The procurement strongly encourages minority and women-owned business participation, with specific goals of 10% Minority Business Enterprise (MBE) and 5% Women Business Enterprise (WBE) participation. Service-Disabled Veteran (SDV) businesses may also receive preference, and the solicitation includes Buy America requirements with a potential 10% price preference for goods manufactured or produced in the United States. Bidders must comply with the Domestic Products Procurement Act and provide necessary certifications. While no specific budget range is explicitly stated, the procurement requires a net delivered firm price that includes all costs associated with the chassis, assembled equipment, and delivery. The successful vendor will also be required to provide comprehensive training, including a minimum of 2 hours of operator training and 2 hours of maintenance training within 10 days of equipment delivery. Payment terms are set at Net 45 days, and MoDOT reserves the right to reject any or all bids, ensuring flexibility in the procurement process.
