About this opportunity

The Missouri Department of Transportation, Southeast District is soliciting bids for annual inspection, maintenance, and testing of fire extinguishers at various MoDOT Southeast District facilities, with responses due January 22, 2025 at 2:00 p.m. Central Time via MissouriBUYS. The contract runs from award through December 31, 2025, with four optional one-year renewals at MoDOT's sole discretion.

Bidders are encouraged to achieve 10% Minority Business Enterprise (MBE) and 5% Women Business Enterprise (WBE) participation. Missouri's Domestic Products Procurement Act preference applies; bidders must certify the manufacturing origin of products and qualify for preference if U.S.-manufactured, covered by international trade treaties affording U.S. product status, or representing the only U.S. manufacturer of that product line.

The scope covers 25 line items across 32 facilities in southeastern and south-central Missouri: annual inspections for all-size fire extinguishers, replacement dry chemical extinguishers (2.5 LB to 20 LB), recharge services, 12-year and 6-year hydrostatic maintenance, hydrostatic testing, and miscellaneous parts (valve stems, covers, service collars, pressure gauges, hose holders, hose assemblies, operating handles, truck brackets, and mounting brackets). This is a multiple-award blanket purchase agreement; vendors need only submit pricing for items and locations they can service.

Award goes to the lowest and best bid meeting all mandatory specifications under multiattribute scoring evaluation. Vendors must maintain General Liability insurance of not less than $600,000 per occurrence and $4 million aggregate; Business Automobile Liability coverage at the same limits; and Missouri Workers' Compensation coverage with $1 million employer's liability. Contractors must enroll in a federal work authorization program such as E-Verify and provide sworn affidavits affirming lawful employment practices. All vendors must register with MissouriBUYS and complete required business compliance exhibits. Payment terms are Net 45 with FOB shipping and prepaid freight allowed.
