The procurement encourages participation from Minority Business Enterprises (MBE) and Women Business Enterprises (WBE), with goals of 10% MBE and 5% WBE participation through subcontractors, suppliers, or joint ventures. There are no specific restrictions on the types of organizations that can respond, but bidders must meet technical specifications and provide required documentation. The contract includes provisions for fuel price adjustments and domestic product preferences, with a 10% preference for materials manufactured or produced in the United States. While no specific incumbent vendors are mentioned, the solicitation allows bidders to indicate a maximum aggregate quantity they are willing to accept under the award. Although a precise budget range is not specified, the total estimated value of the procurement is approximately 33,615 tons of aggregate material. Contractors must maintain insurance coverage, including general liability of $500,000 per person and $4,000,000 per occurrence, automobile liability with similar limits, and workers' compensation coverage.
