About this opportunity

The Missouri Department of Transportation (MoDOT) is seeking bids for a one-time purchase of a used HAMM 66" Double Drum, 114 HP Roller for its Northwest District located in St. Joseph, Missouri. The solicitation, identified as IFB605CO22000232, requires a roller that is 2017 or newer with less than 1,200 hours on the original engine, weighing 10-12 tons, and featuring steel drums with dual drive hydraulic motors, hydrostatic drive and steering, dual scrapers, hydrodynamic braking, a two-section steering drum, and a center opening hood. Optional features include a water application system and vibratory capability. The bid evaluation will be conducted using a 50-point scale, with 25 points allocated to price, 15 points to roller options/features/hours, and 10 points to availability of dealer parts and service. The solicitation period runs from August 9, 2021, to August 16, 2021, at 2:00 PM CDT, with bids accepted electronically through MissouriBUYS or by mail, contingent upon prior notification to the buyer for hard copy submissions.

MoDOT encourages participation from Minority Business Enterprises (MBE) and Women Business Enterprises (WBE), with suggested participation goals of 10% MBE and 5% WBE. Vendors must complete the Buy American Act certification (Exhibit N) with their bid submission. The contract will be awarded to the lowest, responsive, and responsible bidder, with MoDOT reserving the right to reject any or all bids. Liquidated damages of $50 per day per item may be assessed for late delivery, not to exceed 50% of the total contract price. The successful bidder will be required to provide operator training, comprehensive manuals (including operator's, parts, and technical service manuals), and warranty information upon delivery. While no specific budget range is explicitly stated, the procurement is for a single used roller to be delivered to the MoDOT Northwest District facility. The solicitation does not mention an incumbent vendor or specify any existing infrastructure integration requirements.
