About this opportunity
The Missouri Department of Transportation (MoDOT), Kansas City District, is seeking qualified contractors to provide comprehensive litter removal and disposal services along specific highway right-of-way routes in the Kansas City Metro area. The Invitation for Bid (IFB) covers base routes including I-70, I-435, I-670, and US 71, totaling 39 centerline miles, with additional alternate routes along I-29, I-35, and I-49, adding another 23 centerline miles. The contract requires contractors to perform one initial litter removal cycle followed by 22 regular litter removal cycles in the first year (increasing to 24 cycles in subsequent renewal years), with work to be completed between sunrise and 4:00 PM local time. Contractors must collect and properly dispose of all litter from right-of-way areas, including fences, ditches, catch basins, guardrails, medians, and interchanges. The bid submission period runs from March 1, 2022, to March 15, 2022, with the initial contract period spanning from March 12, 2022, through March 31, 2023. The contract will be awarded to the lowest responsive and responsible bidder based on unit pricing per centerline mile, with no direct payment for mobilization, warning signs, traffic control, or safety requirements.
MoDOT encourages participation from Minority Business Enterprises (MBE) and Women Business Enterprises (WBE), with goals of 10% MBE and 5% WBE participation through subcontractors, suppliers, or joint ventures. Contractors must maintain specific insurance coverage, including $3.5 million in general liability and automobile liability insurance, as well as workers' compensation insurance. The contract includes four optional one-year renewal periods, with the contractor required to provide written acceptance of any extension by April 15 of the current contract year. While no incumbent vendor is specified, contractors must be prepared to provide all necessary labor, equipment, and materials to complete the litter removal services. Daily documentation, including trash bag counts and landfill weight tickets, will be required for invoicing. Although no specific budget range is provided, payment will be made in arrears upon completion and acceptance of each litter removal cycle, with pricing to remain firm for the contract period. Contractors must comply with all safety requirements, including wearing high-visibility apparel and implementing proper traffic control measures.
