About this opportunity

California Correctional Health Care Services (CCHCS) is soliciting offers under RFO 10851378.1 for modified gaming consoles and games for mental health recreational therapy groups at correctional facilities, with questions due by 5:00 p.m. PT on November 2, 2026 and final offers due by 5:00 p.m. PT on November 10, 2026. Small Business and Disabled Veteran Business Enterprise certifications are desirable qualifications, each worth five points, within a desirable-qualifications component worth up to ten percent of evaluation.

The scope covers six Nintendo Switch consoles with Wi-Fi and network connections disabled, four security cases, eighteen Pro Controllers, eight Joy Con Controllers, and 512GB MicroSD cards sealed into each console. Bluetooth must remain functional for wireless controller use, and game cartridge readers must be removed. Offerors must also supply digital downloads of eight specified games, including Mario Kart 8 Deluxe, Super Smash Bros. Ultimate, and NBA 2K26. The contractor must provide a minimum twelve-month warranty mirroring the manufacturer's warranty, maintenance and troubleshooting services, and loaner devices during repairs lasting longer than two weeks at a ratio of one loaner per ten consoles. Delivery is to Pelican Bay State Prison in Crescent City, California, within thirty days after receipt of order. Offerors may propose substitute or alternate items with updated item numbers on the Exhibit C rate sheet, which requires unit and extended prices with freight F.O.B.

Evaluation uses Best Value methodology. Administrative requirement compliance is scored pass/fail, desirable qualifications carry up to ten percent, and cost assessment carries ninety percent. Offers are rejected if required attachments are missing, including the cover letter, bidder's declaration, payee data records, Darfur Contracting Act certification, recycled-content certification, and Generative Artificial Intelligence disclosure. CCHCS will not accept alternate contract language and requires compliance with State of California Terms and Conditions per DGS PD 403-ITGP. Payment follows California's Prompt Payment Act (Government Code Section 927 et seq.) upon invoice submission. The agreement is subject to availability of funds and includes a budget contingency clause allowing the State to cancel or amend terms if funding is reduced or deleted. No travel reimbursement applies.
