About this opportunity

California Correctional Health Care Services (CCHCS) is requesting offers for modified gaming systems and accessories for mental health recreational therapy at Folsom State Prison, with offers due August 24, 2026 at 5:00 PM PT and questions due August 17, 2026 at 5:00 PM PT.

The scope requires two Nintendo Switch consoles in gray with Wi-Fi, network, and phone connections disabled and game cartridge readers removed; four Joy Con controllers; two 512GB MicroSDXC cards sealed into consoles with epoxy; and ten digital game downloads (two copies each of Mario Kart 8 Deluxe, Super Smash Bros. Ultimate, Nintendo Switch Sports, Mario Party Superstars, Club Games: 51 Worldwide Classics, Street Fighter 30th Anniversary Collection, Super Mario Odyssey, Kirby Return to Dreamland Deluxe, and Overcooked! All You Can Eat). Bluetooth functionality for wireless controllers must remain operational. The contractor must create new Nintendo accounts for each console, provide loaner systems during repair periods, and offer troubleshooting and maintenance services. Delivery is to Folsom State Prison in Represa, California. A minimum 12-month warranty is required. The contract includes a maximum 20% amendment option for additional quantities at the rates submitted.

Evaluation uses "Best Value" methodology: administrative requirements are pass/fail; desirable qualifications (California Certified Small Business or Disabled Veteran Business Enterprise certification) are worth up to 10 points; cost assessment is worth 90 points, calculated by comparing the lowest offered cost against all other bids. Pricing must include all parts, labor, and freight costs on an F.O.B. basis submitted on Exhibit C Rate Sheet. Invoicing is monthly in arrears to the Sacramento Accounting Office or electronically to APA.invoices@cdcr.ca.gov, with payment under California's Prompt Payment Act. All offerors must submit eight required attachments including Agreement Cover Letter, Bidder Declaration Form (GSPD-05-105), DVBE Declarations if applicable, Darfur Contracting Act Certification, Payee Data Records (STD. 204 and Supplement), Postconsumer Recycled-Content Certification, and GenAI Disclosure & Factsheet (AMS 708). The contract is contingent on budget appropriations; CCHCS reserves the right to amend the RFO or not make an award.
