About this opportunity
California Correctional Health Care Services (CCHCS) is requesting offers for modified gaming consoles and games to support Mental Health recreational therapy programs at North Kern State Prison in Delano, California, with offers due July 20, 2026 by 5:00 p.m. PT and questions due July 17, 2026 by 5:00 p.m. PT.
The scope requires two Nintendo Switch OLED consoles (white) with Wi-Fi, network, phone, and game cartridge reader connections removed through hardware rerouting rather than software disabling, paired with two 512GB MicroSDXC cards sealed into the consoles with epoxy. Bluetooth functionality for wireless controllers must be maintained. The contractor must pre-load eight specified digital game titles, create new Nintendo accounts for each console, provide loaner units during repair periods, and offer troubleshooting and replacement services. A minimum 12-month warranty is required.
Pricing is submitted on a rate sheet requiring unit prices and extended prices for each line item, including all parts and labor for console modifications and freight charges on an F.O.B. basis. Bidders may propose substitute or alternate items with corresponding updated item numbers. Evaluation uses best-value methodology with cost as one factor.
All offers must include an Agreement Cover Letter, Bidder's Declaration Form (GSPD-05-105), Disabled Veteran Business Enterprise Declarations (DGS PD 843) if applicable, Darfur Contracting Act Certification (DGS PD 1), Payee Data Record (STD. 204), Supplement Payee Data Record, Postconsumer Recycled-Content Certification, and Generative Artificial Intelligence Disclosure & Factsheet (AMS 708). Contractors must be in good standing to do business in California. Payment follows the State of California's Prompt Payment Act following invoice approval, with monthly invoices in arrears to the Sacramento Accounting Office or electronically to APA.invoices@cdcr.ca.gov. CCHCS reserves the right to extend the agreement for additional time and money through formal amendment subject to fund availability. The state is not required to make an award.
