About this opportunity

California Correctional Health Care Services (CCHCS) has issued Request for Offer (RFO) #10842571 for modified gaming systems and games designed for mental health recreational therapy groups at the Richard J. Donovan Correctional Facility in San Diego, California. The procurement requires three Nintendo Switch OLED consoles with Wi-Fi and network connections disabled for security purposes, three additional JoyCon controllers, three 512GB microSD cards sealed with epoxy, and digital downloads of twelve games including NBA 2K25, EA Sports FC25, MLB The Show 25, Hades, Dead Cells, No Man's Sky, Hogwarts Legacy, Immortals Fenyx Rising, Death's Door, Mario Kart 8 Deluxe, Mario + Rabbids: Kingdom Battle, and Animal Crossing: New Horizons. The contractor must also provide twelve months of warranty and maintenance services covering all supplied equipment. Evaluation will be conducted using a "Best Value" methodology that considers completeness of the offer, adherence to administrative requirements, desirable qualifications, and cost, with the lowest bidder receiving the maximum cost points of 95. Eight required attachments must be submitted, including an agreement cover letter, bidder's declaration, Darfur Contracting Act certification, payee data records, postconsumer recycled-content certification, and generative artificial intelligence disclosure. Questions regarding the RFO must be submitted by 5:00 PM PT on April 7, 2026, and completed RFO packages must be received by 5:00 PM PT on April 13, 2026, via email to Kevin.Jensen@cdcr.ca.gov with the subject line beginning with "RFO 10842571."

Small Business and Disabled Veteran Business Enterprise (DVBE) certifications are designated as desirable qualifications that may positively influence evaluation scores. Contractors must be in good standing to do business in California and must comply with the Department of General Services Procurement Division's IT General Provisions for Non-Cloud Goods and Services. Bidders are permitted to offer substitute or alternate items with corresponding updated item numbers on the provided Rate Sheet (Exhibit C), which requires unit prices and extended prices for each line item, including all parts and labor costs associated with disabling Wi-Fi and network connections. Freight is listed as F.O.B., and payment will be made in accordance with California's Prompt Payment Act. CCHCS reserves the right to extend the agreement through formal amendment at evaluated rates subject to budget availability. No specific budget range or award value is stated in the available documentation; however, pricing information will be evaluated through the standardized rate sheet submission process.
