About this opportunity

The North Carolina Department of Transportation's Highway Division 1 is soliciting bids for an as-needed, fully operated rental equipment ID/IQ contract covering Chowan, Hyde, Martin, Tyrrell, and Washington counties, with bids due November 4, 2026 at 2:00 p.m. This re-advertisement requires prequalification as a bidder or prime contractor before bid submission. The source names no set-aside or local-vendor preference, but it includes DBE provisions with no DBE goal participation requirement on this contract. All contractors must comply with North Carolina General Statute Chapter 87 licensing requirements for projects exceeding $40,000.

The scope covers hourly rental of fully operated compact track loaders, dozers with low-ground-pressure tracks, excavators in two size classes, graders, loaders, dump trucks in multiple configurations, and 4-inch and 6-inch water pumps. Work excludes Ocracoke Island in Hyde County. Sealed proposals go to the NCDOT Division Office at 113 Airport Drive, Suite 100, Edenton, NC 27932. Compensation is hourly as bid, with a four-hour minimum per work order and charges beyond that rounded to the nearest quarter-hour of productive operation. Liquidated damages range from $100 per calendar day for work orders up to $100,000 to $850 per calendar day for work orders between $1 million and $2 million.

The total bid amount may not exceed $5 million, and the Department may extend the contract for two additional one-year periods, subject to a maximum annual limit of $5 million per year. The term runs from purchase order issuance through January 31, 2028. The contract is non-exclusive, and NCDOT may award multiple contracts to the lowest responsible bidders, with the Engineer assigning work orders by lowest cost. This is a federal-aid project subject to domestic material requirements for iron, steel, construction materials, and manufactured products, with compliance certifications required before payment. Payment and performance bonds are not required.

Questions go by email to Mark S. Winslow at NCDOTDiv01Contracts@ncdot.gov no later than seven calendar days before bid opening.
