About this opportunity
Clifton T. Perkins Hospital Center is soliciting bids for mobile X-ray services for a three-year contract term, with proposals due November 20, 2025. The estimated contract value does not exceed $50,000 over the full three-year period.
The scope includes radiography and ultrasound services on-demand as requested by physicians and physician assistants. Year One estimated volumes total 115 radiography tests (13 test types ranging from finger X-rays to rib imaging) and 68 ultrasound tests (8 categories including obstetric, breast, prostate, thyroid, vascular Doppler, venous, and echocardiogram services). Year Two and Year Three use identical volumes for evaluation purposes; these volumes are estimates only and do not represent actual demand during contract performance. All bid prices must be all-inclusive, fully-loaded figures encompassing labor, profit, overhead, administrative costs, fuel surcharges, travel, and technician rates.
Contractors must submit unit and extended prices for each test type across all three years on the provided bid form without alterations or blank entries. Bidders must identify any small business certifications (CSB, MBE, or VSB status). Invoices are submitted in triplicate by the 15th of each month for the preceding calendar month and must include contractor name, invoice number, contract number, purchase order number, services provided, and amount due; payment is due within thirty days of invoice submission.
The facility maintains strict operational requirements including a smoke-free environment with prohibitions on alcohol, drugs, weapons, and contraband; professional dress codes; and mandatory patient confidentiality obligations via signed acknowledgment forms. Contractors must complete daily reports documenting date, facility area served, room numbers, hours worked, worker count, entry and exit times, assigned escort name, area status, and work description. All tools and equipment must be inventoried on the Outside Vendor Tool Inventory Form before facility entry and accounted for continuously while in patient areas. Contractors must comply with Maryland and federal nondiscrimination provisions and hospital emergency response protocols across nine defined emergency codes. Victoria F. Bell is the Procurement Officer for contract administration.
