About this opportunity

The County of Shenandoah is requesting sealed bids for mobile sludge belt filter press dewatering services at the North Fork Wastewater Treatment Plant, with bids due September 15, 2026 at 2:00 p.m. and a non-mandatory pre-bid meeting and sample collection on August 26, 2026 at 10:00 a.m.

The successful bidder will mobilize self-contained equipment to mechanically dewater liquid sludge to a minimum of 18% dry solids content, then haul the dewatered cake to the Shenandoah County Landfill approximately one mile away. The scope encompasses equipment mobilization, operation, demobilization, and solids transport for processing up to 1,000 dry tons maximum from the 1.6 million-gallon equalization basin and 3.5 million-gallon digester. Site preparation and utility installation require 10–15 working days prior to contractor mobilization; project execution is desired September through December 2026.

Bids shall be submitted on a lump-sum basis calculated at a rate per dry ton of sludge processed for the full 1,000 dry tons. The bid price must include all equipment rental, mobilization and demobilization, operator labor, chemical addition, routine maintenance, administrative overhead, and certified laboratory testing fees (minimum three times weekly) to verify cake solids content. The bidder must obtain all necessary permits and comply with 40 CFR Part 503 Standards for Use or Disposal of Sewage Sludge, federal Department of Transportation regulations for solid waste hauling, and state and local environmental requirements. The County provides site access, electrical connections contingent upon available capacity, and water; the Shenandoah County Landfill will not charge a disposal fee for solids meeting regulatory compliance standards. Payment is rendered within 45 days of proper invoices, with up to 5% retainage permitted. Written questions are due September 3, 2026 at 2:00 p.m., with responses posted by September 8. Contract award is anticipated September 18, 2026. All performance parameters require daily monitoring and documentation, with monthly invoices including detailed processing volumes and supporting weight tickets.
