About this opportunity
The State of Maine Division of Purchases is requesting sealed bids on mobile and portable radios for state agencies, with bids due December 27, 2010. A local-vendor preference applies: tied bids favor in-state bidders or those offering commodities produced or manufactured in Maine.
The scope includes VHF and UHF portable handheld units and mobile units with digital and analog functionality, compatible with Maine's existing communication infrastructure and meeting federal communications standards and encryption protocols. Detailed technical specifications covering frequency ranges, power output, battery specifications, range capabilities, and durability requirements are established in the specification document. The procurement may include options for additional units or equipment upgrades. Bidders must demonstrate that proposed equipment meets all technical specifications and federal regulatory requirements.
Bidders shall submit separate unit prices for each item as designated, with all trade or quantity discounts included. Prices must exclude Federal and Maine State Sales and Use Taxes. The State reserves the right to reject any or all bids, to accept items individually or as a group, and to increase or decrease ordered quantities by up to 10 percent. Awards will be made to the lowest responsible bidder offering the best value, with consideration given to quality, conformity with specifications, delivery dates, and ultimate cost. Cash discounts of 20 days or more are considered in evaluation; discounts under 20 days are not. All transportation and freight charges shall be prepaid by the contractor unless otherwise specified. All deliveries must comply with applicable Federal, State, and local laws and regulations. Manufacturers and suppliers of hazardous chemicals must provide current Material Safety Data Sheets in accordance with Maine's Chemical Substance Identification Law.
