About this opportunity
The Commonwealth of Kentucky, through its Justice and Public Safety Cabinet, Department of Corrections, Division of Addiction Services, is issuing a Request for Proposal for a Personal Service Contract to deliver Mobile Naltrexone Treatment services statewide, with specific focus on Elliott County. The procurement seeks a qualified vendor to provide medication-assisted treatment for individuals with opioid and alcohol use disorders who are under probation and parole supervision, lack Medicaid coverage, or are scheduled for release from incarceration. Key deliverables include client screening, extended-release naltrexone injections, blood tests, drug urinalysis screening, counseling services, medical services encompassing vital signs monitoring and adverse medication reaction assessment, and case management. Services must be delivered monthly at multiple locations including Probation and Parole offices, Recovery Kentucky Centers, Reentry Service Centers, and transitional living facilities. The vendor must submit a bundled rate per client served that encompasses all screening, testing, injection, counseling, and medical services. Written questions were due by November 1, 2021, with the Commonwealth's response anticipated by November 23, 2021. Proposals were due by 2:00 PM Eastern Time on December 3, 2021. The evaluation criteria totaling 1,100 points include licensure documentation (pass/fail requirement), cost proposal (400 points), implementation plan (200 points), Medicaid Managed Care Organization acceptance and approval documentation (200 points), vendor experience and years of operation (200 points), and oral presentations or demonstrations if required (100 points).
The contract is anticipated to run from January 1, 2022 through June 30, 2022, with renewal options for up to two additional two-year periods, subject to approval by the Secretary of the Finance and Administration Cabinet and the Legislative Research Commission Government Contract Review Committee. Reciprocal preference for Kentucky resident bidders applies under KRS 45A statutes. The Commonwealth reserves the right to negotiate fair and reasonable compensation rates, request Best and Final Offers, conduct oral presentations, reject any or all proposals, and terminate the contract with thirty days' written notice. No work shall be billable until the contract is fully executed and approved by the Finance and Administration Cabinet and filed with the Legislative Research Commission. The Commonwealth will only reimburse for treatment services not covered by Medicaid, meaning the vendor must coordinate with existing Medicaid coverage to avoid duplicate billing. While no specific budget or award value is disclosed in the procurement documents, interested vendors should note that the cost proposal evaluation is weighted significantly at 400 points of the 1,100-point total evaluation.
