About this opportunity
The City of Edinburg, Texas, located in Hidalgo County, is soliciting competitive sealed bids for the purchase of six diesel-powered, trailer-mounted mobile light towers equivalent to or exceeding the specifications of the Generac MLT4060KVLED-STD model. Each unit must be new, unused, current production, and factory-assembled, with full compliance to EPA Tier 4 Final emissions standards and all applicable federal, state, and local regulations. The specifications require a liquid-cooled diesel engine with minimum 13 horsepower, an integrated 6-kilowatt generator rated at 120/240 VAC single-phase, four LED fixtures rated 320-350 watts each producing a combined minimum of 180,000 lumens, an electric lift vertical steel mast with 360-degree rotation capability reaching a minimum extended height of 23 feet, a 50-gallon fuel tank, and a DOT-compliant highway-rated trailer with leveling outriggers. Additional performance requirements include minimum runtimes of 100 hours on lights only and 50 hours at full 6-kilowatt load, voltage regulation within plus-six percent, auxiliary power outlets with GFCI protection, automatic engine shutdown for low oil pressure and high coolant temperature, and a minimum one-year manufacturer's warranty. A non-mandatory pre-proposal meeting is scheduled for February 27, 2026, at 10:00 am via Zoom, with questions due by March 3, 2026, at 5:00 pm, and sealed bids due electronically or by hand delivery on March 10, 2026, at 3:00 pm, with bid opening occurring publicly at the same date and time at City Hall. Award will be made to the lowest responsive and responsible bidder, with the City reserving the right to make multiple awards based on contractor capacity or reject all bids.
All bidders must be registered and active in the federal System for Award Management (SAM) database at the time of bid opening and must provide their Unique Entity Identification (UEI) number. This procurement is subject to federal regulations including 2 CFR Part 200, debarment and suspension requirements, equal employment opportunity provisions, the Byrd Anti-Lobbying Amendment, procurement of recovered materials standards, domestic preferences, the Davis-Bacon Act, the Build America Buy America Act, and Executive Order 11246, with mandates for disadvantaged business participation and affirmative action for equal employment opportunities. All materials must be manufactured in the United States, and contractors must maintain detailed project records for a minimum of five years after project completion and are subject to potential audits by HUD, the State, or the Grantee. The City of Edinburg may give preference to local vendors whose principal place of business is within the city limits if their bid is within five percent of the lowest bid price. Insurance requirements apply based on contract value: contracts between $5,000 and $14,999.99 require Worker's Compensation and Comprehensive General Liability with limits of $250,000 per person and $500,000 per occurrence for bodily injury, while contracts of $15,000 or more require comprehensive coverage including Employer's Liability, Comprehensive Auto Liability, and City's Protective Liability. Performance and payment bonds are required at 100 percent of the total contract amount. The project is funded through the State of Texas Office of the Governor, and payment will be made by mail in accordance with the State of Texas Pay Law upon completion and invoicing of services, with state sales tax excluded from bid pricing.
