About this opportunity
Escambia County Corrections Department is requesting proposals for comprehensive onsite chronic dialysis services for inmate patients housed at county correctional facilities, with proposals due November 3, 2026 at 9:30 a.m. and a non-mandatory pre-solicitation meeting scheduled for October 9, 2026. The primary purpose is to provide safe, timely dialysis treatment onsite, reducing reliance on offsite medical transportation.
Services will be delivered at the Escambia County Jail (3080 N. Pace Boulevard, Pensacola, Florida), which houses an average daily population of 1,235 inmates. The Escambia County Work Annex in Cantonment (177 inmates) will not receive dialysis services. The contractor must provide all personnel, equipment, supplies, medications, clinical oversight, quality assurance, documentation, and emergency response capabilities. The County will provide the treatment area within the medical clinic and dialysis recliners; the contractor furnishes everything else.
Routine services operate Monday through Friday, 8:00 a.m. to 4:00 p.m., with capacity for an average of two simultaneous patients and the ability to respond to urgent dialysis requests within twelve hours of notification. The contractor must have a minimum of five years of dialysis experience (mobile dialysis experience preferred), proper Florida licensure, and the ability to commence full operations within sixty days of award.
The contract term is thirty-six months with two optional twelve-month renewal periods for a maximum sixty-month term, subject to mutual agreement and Board of County Commissioners appropriation approval. Either party may terminate with thirty days' written notice (ninety days for the contractor for good cause).
Required insurance includes workers compensation at statutory limits, general liability of $1 million per occurrence / $2 million aggregate, business auto liability of $1 million per accident, and medical professional liability of $2 million per instance / $4 million aggregate, naming Escambia County as additional insured. Proposals must include detailed cost structures for routine and emergency treatments, equipment, supplies, medications, personnel, setup and recovery, maintenance, and administrative costs. Questions are due October 16, 2026. Proposals must be submitted electronically via the OpenGov e-procurement portal with all required documentation, certifications, references, implementation plans, and personnel qualifications.
