About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Energy and Environment Cabinet's Division for Air Quality, is requesting bids for one mobile air quality monitoring equipment shelter with bids due September 22, 2026 at 1:30 p.m. EST and written questions due September 10, 2026 at 12:00 p.m. EST.

Kentucky resident bidders receive reciprocal preference where applicable; qualified bidders including Kentucky Correctional Industries and nonprofit organizations serving individuals with disabilities also receive preference points.

The shelter must be 14 feet long by 8 feet wide by 8 feet high with an aluminum base frame, pre-finished metal exterior cladding (gray, tan, or ivory), fiberglass-reinforced interior cladding, commercial-grade slip-resistant flooring, white interior walls, and rubber membrane roofing. Interior specifications include R25-equivalent insulation, a 36-inch insulated metal access door with hydraulic closer and keyless lock, an external metal ladder, removable aluminum roof railing meeting OSHA standards, an 8-foot work bench, tie-down points, and lifting-jack and transport-trailer-compatible brackets. The electrical system must provide 200-amp service at 120/240 volts with a minimum of nine interior duplex outlets, one exterior quad GFI outlet, and at least two 48-inch by 2-bulb fluorescent ceiling fixtures. A 1.0-ton HVAC wall-mount air conditioner/heater combo must maintain 75 degrees Fahrenheit plus or minus 4 degrees across exterior temperatures from minus 30 to plus 100 degrees Fahrenheit. The shelter must include two roof penetration inlets and one wall penetration and comply with the 2018 Kentucky Building Code with an approved Kentucky Industrialized Building System certificate and engineer-stamped building plans.

Delivery is required to FIVCO Health Department in Ashland, Kentucky within 30 working days after receipt of order, with vendor offloading at installation. All pricing must be F.O.B. Destination Freight Prepaid and Allowed, inclusive of shipping and installation, with taxes excluded. Evaluation is best-value: pricing is weighted at 95 points (lowest price receives maximum points, others scored proportionally), and delivery time is weighted at 5 points (30 working days receives no points, earlier delivery earns proportional credit). Bidders must register in the Commonwealth eProcurement System and submit responses electronically. Prior to award, vendors must submit Revenue Form 10A100, a Certificate of Authority for foreign entities if applicable, and required affidavits. Commercial General Liability Insurance of $1 million per occurrence and $2 million aggregate, and Automobile Liability Insurance of $1 million combined single limit are required if the contractor provides delivery. Payment is due within 30 working days of invoice receipt and goods acceptance, with one percent monthly penalties on undisputed amounts unpaid after 30 working days. This is a one-time purchase with no renewal options.
