About this opportunity

The Minnesota Department of Information Technology Services (MNIT) in partnership with the Department of Corrections (DOC), Fiscal and Administrative Services Division is soliciting a secure, scalable survey and assessments solution for incarcerated persons housed within Minnesota Correctional Facilities, with proposals due October 14, 2026 (Event ID 2000018539).

The scope encompasses design, distribution, and management of surveys and assessments administered to incarcerated persons; collection and automatic scoring of responses according to DOC-defined algorithms and criteria; and flexible reporting capabilities enabling DOC staff to view and download scored results for analysis and decision-making. The solution must integrate with DOC's Operations Management System (OMS) to securely ingest structured data elements related to an incarcerated person's status, history, or profile, then evaluate that data through DOC's internally developed scoring algorithms to produce supplemental analytical outputs and reports. Role-based access control is required to protect sensitive assessment data and reports and restrict access to authorized personnel only.

All project documentation and vendor submissions must be completed through the State of Minnesota Supplier Portal. The full procurement description is available in the SWIFT system portal under Event ID 2000018539. Questions and clarifications should be directed through the portal system.

Opportunity text

The Minnesota Department of Information Technology Services (MNIT) in partnership with the Department of Corrections (DOC), Fiscal and Administrative Services Division is seeking to implement a secure, scalable, solution that supports the full lifecycle of surveys and assessments administered to Incarcerated Persons (IPs) housed within Minnesota Correctional Facilities (MCFs). The solution must enable DOC to design, distribute, and manage surveys; collect responses from IPs; and automatically score those responses according to DOC-defined algorithms and criteria. The solution must provide flexible reporting capabilities, allowing DOC staff to view and download scored results for analysis and decision-making. In addition to survey and assessment capabilities, the solution should integrate with the DOC's Operations Management System (OMS) to securely ingest structured data elements related to an IP's status, history, or profile. That data must then be evaluated through DOC's internally developed scoring algorithms to produce supplemental analytical outputs and reports. The solution must support role-based access control to ensure all sensitive assessment data and generated reports remain protected and accessible only to authorized personnel. \[Partial description.
