About this opportunity
The Minnesota Department of Natural Resources (DNR) is soliciting bids for Class 5 Aggregate Material Gravel to be delivered and stockpiled at multiple locations in Pine County. This formal Request for Bid (RFB) seeks approximately 660 cubic yards of aggregate materials to be distributed across 15 specific sites near lakes and roads in the region, including areas around Sturgeon Lake, Willow River, Duquette, and Pine City. The procurement is structured for delivery and stockpiling, with a contract period from May 20, 2025, to December 30, 2025, and potential extension for one additional year. Bidders must submit their responses through the SWIFT Supplier Portal by May 15, 2025, at 2:00 PM CT, with all questions to be submitted in writing to Jeeneng.vang@state.mn.us no later than the same date and time. Potential vendors must provide MNDOT SPEC 3138 class 5 aggregate material, with unit prices including all associated project costs such as freight, materials, and installation. The state reserves the right to award the contract to the most advantageous bidder, potentially selecting individual items, grouped items, or the total package.
The solicitation emphasizes diversity and inclusion, with specific encouragement for small businesses, businesses owned by racial minorities, women, persons with substantial physical disabilities, veterans, and businesses located in economically disadvantaged counties. Vendors must be registered in the Supplier Portal and complete a detailed Price Schedule, following specific instructions such as entering a quantity of 1 and a unit price of $0.01. The estimated total contract value ranges from $10,000 to $20,000 for the one-year term, though this is not a guaranteed minimum or maximum. All equipment and materials must be new, representing the most current make and model, with a minimum one-year manufacturer warranty. Contractors are prohibited from adding sales tax to prices, as state agencies hold a Direct Payment Authorization Letter. Potential bidders encountering upload issues can contact the Swift Vendor Helpline at 651.201.8100, Option 1 for assistance. The state maintains flexibility in the award process, with the ability to reject any or all responses and select the most advantageous option for the state's requirements.
