About this opportunity
The Minnesota Multigovernmental Cooperative Purchasing Alliance (MMCAP), operating under the State of Minnesota Department of Administration's Office of State Procurement, is requesting proposals for full-line medical supplies and equipment distributors to serve approximately 8,000 actively purchasing government members across the United States, with proposals due July 20, 2026 at 2 p.m. Central Time.
MMCAP members generate approximately $300 million in collective annual purchasing power within the medical supply portfolio. Respondents must demonstrate a secure online product ordering system, capacity to supply at least twenty states, ability to establish chargeback relationships with manufacturers, and a minimum of four years of domestic operations with average monthly sales of at least $2 million and at least 750 active ship-to locations monthly.
The scope includes comprehensive product catalogs spanning gloves and personal protective equipment, needles and syringes, wound care products, patient point-of-care testing, specimen collection supplies, hospital furnishings, breast pumps, and surgical instruments. Value-added services are optional and include third-party logistics, white glove delivery, direct-to-patient shipping, equipment maintenance and repair, software solutions, and custom kitting.
Pricing is structured into three tiers: Core products (fixed pricing for at least one year), Non-Core products (with minimum discount percentages), and MMCAP Products (manufacturer-direct agreements). All awarded vendors must pay a three percent administrative fee on all member purchases. The initial contract term is four years with options for up to thirty-six months of extensions in increments determined by MMCAP.
Proposals are evaluated on technical proposal (60 percent) and cost proposal (40 percent), with additional consideration for past performance. Questions are due June 30, 2026, with final answers posted July 7, 2026. Responses require a separate Excel cost template, technical proposal questionnaire, and certification exhibits addressing lobbying, workforce and equal pay declarations, and non-collusion. Email submission is mandatory; late proposals are rejected. All response costs are borne by the respondent.
