About this opportunity

The Georgia Department of Transportation is requesting bids for stream mitigation credits required for GDOT construction projects under ITB 48400-MIT071822, with bids due July 18, 2022 at 1:00 p.m. EST. A strict communication restriction prohibits bidders from contacting GDOT staff outside designated channels (the Contracting Officer, named representatives, or official bidders' conferences) until award selection is announced; violation may result in bid rejection.

GDOT seeks 535.31 legacy credits or 44.61 revised 2018 stream credits for Project A000905 in Cobb County from a USACE-permitted commercial mitigation bank with a primary service area containing the specified Hydrologic Unit Code. Bidders must submit a completed bid form, bid form certifications, and Georgia Security and Immigration Compliance Act Affidavit. Unit pricing per full credit and total bid price are required. No substitutions or alternates are accepted.

Bids must be submitted electronically in PDF format to Contracting Officer Trina E. Williams at TrWilliams@dot.ga.gov. The written question deadline is July 14, 2022 at 2:00 p.m. Award will be made to the lowest responsive and responsible bidder(s) deemed most advantageous to GDOT and the State, subject to final USACE approval. If the lowest bidder cannot fulfill the entire advertised quantity, GDOT reserves the right to award remaining credits to subsequent low bidders in order. Once a Notice of Intent to Award is issued, written acceptance must be received within 72 hours. The selected bidder must commence credit procurement and complete all activities within 15 calendar days of purchase order issuance. Bid prices must be firm, fixed prices reflecting all administrative fees for credit transfer completion and USACE documentation submission. Bids remain valid for 90 days following the deadline and cannot be withdrawn during this period. Bidders must certify compliance with Georgia's Security and Immigration Compliance Act, participate in E-Verify, and maintain drug-free workplace standards. GDOT, as a tax-exempt authority, is not subject to sales tax.
