About this opportunity

Roanoke Chowan Community College is seeking design services for the Mitchell-Hall Allied Health Science Building project, a new construction initiative located in Ahoskie, North Carolina. The procurement involves designing an approximately 16,000 square foot facility to expand the college's nursing program, capable of accommodating 60 students in LPN and RN programs. The project will include specialized spaces such as an observation room with a two-way window, simulation beds, storage areas, classrooms, and additional facilities for allied health programs including medical assisting, pharmacy technician, and EMS/EMT services. Design firms must be properly licensed to practice Architecture, Engineering, or Landscape Architecture in North Carolina and are required to submit three physical copies of a Letter of Interest and Standard Form 254 by the due date of June 9, 2025. The State Building Commission will evaluate submissions based on ten specific selection criteria, including specialized expertise, past performance, adequate staffing, current workload, proposed design approach, project costs, construction administration capabilities, and proximity to the project location.

The project is funded through the North Carolina General Assembly, which has allocated $15,000,000 for the construction, with the procurement covering design services for the new Health Science Building. While no specific set-aside designations for disadvantaged enterprises are explicitly mentioned, the procurement appears open to qualified architectural and engineering firms with demonstrated experience in healthcare educational facility design. The project is situated in Henderson County and Alliance Town, with a focus on creating workforce training facilities that mirror professional healthcare environments. Submission requirements are strict, mandating a physical document package that is 8-1/2" x 11" and not exceeding five pages, with email and fax submittals explicitly prohibited. The total project budget of $15,000,000 suggests a significant opportunity for design firms with expertise in educational and healthcare facility construction, emphasizing the importance of a comprehensive and well-conceived design approach that meets the college's specific programmatic needs.

The Mitchell-Hall Allied Health Science Building will provide Nursing Aid with additional classroom space, a water source, laundry room, Privacy curtains, and additional beds. To address the nursing storage, the current nursing RN program has added an LPN program as a request from healthcare in our service area. EMS and EMT will also be in the Mitchell-Hall Health Science building allowing for shelter for the ambulance, storage closet, and a shared simulation lab. Other allied health programs such as medical assisting and pharmacy technician will also be housed in Mitchell-Hall building. A new Health Science Building will provide much- needed instructional space and quality labs that mirror the labs found in hospitals and other healthcare facilities where citizens in the college's service area can be trained to enter the workforce. The General Assembly has awarded the college 15,000.000 million additional dollars to build the Health Science Building.
