About this opportunity

McMaster Innovation Park (MIP) has issued a Request for Supplier Qualification (RFSQ) for an Energy Plant Design, Build, Finance, and Operate (DBFO) project in Puerto Rico. This procurement is a two-stage process, with the current stage focused on pre-qualifying prospective proponents to design, finance, supply, construct, and own an energy plant at the MIP location. The project will be delivered through a modified CCDC-30 contract, with specific amendments to be finalized during the second stage of procurement. All potential suppliers must obtain the RFSQ documentation exclusively from www.Merx.com, with failure to do so resulting in automatic disqualification. The current RFSQ was posted on August 25, 2025, with responses due by September 24, 2025. Proponents will be evaluated based on their capability to comprehensively manage the energy plant project, including design expertise, financial capacity, construction capabilities, and long-term operational management skills.

The RFSQ does not indicate specific set-aside designations or restrictions on organizational types that can respond to the solicitation. McMaster Innovation Park has stated that this invitation does not constitute a formal offer, and all contractual responsibilities will exclusively rest with MIP as the designated owner. While specific budget ranges are not disclosed in the provided documentation, the complexity of a design, build, finance, and operate energy plant project suggests significant capital investment and ongoing operational considerations. The procurement process will involve a comprehensive evaluation of potential suppliers' qualifications during the first stage, with a final stage procurement process to follow. Potential respondents should be prepared to demonstrate substantial technical, financial, and operational capabilities to successfully design, construct, finance, and operate a comprehensive energy plant infrastructure at the McMaster Innovation Park location.
